а conditional not concrete term, used with various meanings: 1) phenomena of continuing cooling of rock masses of the upper earth crust down to the zero temperature; 2) a layer or areal of rock masses that are not thawing for a along time; 3) rock masses, cemented by the moisture that had frozen in them (multiyear frozen rock masses).
